There were not a few leading politicians included in the many people who doubted very much whether the Government would carry out its promise this season of bringing down the Second Ballot Bill that the Premier announced as part of the Government programme, observes the Feilding "Star." And least of all was it expected that the Government would seriously attempt to get through such a measure in time to hring its provisions into operation at the general election, to be held at the end of this year. A general surprise was therefore sprung upon the Dominio*
on Thursday, when tha Premier moved the second reading of the j Bill in a speech that indicated the sincerity of tha Cabinet regarding this measure.
