MUNICIPAL REFORM.

New Zealand is a country governed by the people for the people, and whose so-called "experimental" legislation has long since been accorded by the world its due need of recognition. Popular municipal franchise would undoubtedly be considered ridiculous by even the Liberals who now lead public opinion in England, but to a New Zealander with seventeen years' experience of democi'acy, says the "Oamaru Mail," it appeals as only a reasonable reform. The extension of the franchise will have a revolutionary effect upon local affairs, and local affairs will be none the worse for this; but, as no vote will be accorded those who have not the ratepayers' qualifications on matters of finance, no hardship will be occasioned owners of property through the interference of those whose title to a voice in the direction uf matters is merely residential.
