SULTAN RECONCILED TO HIS BROTHER. Received August 28, 11 p.m. Constantinople, August 28. The Sultan has been reconciled to his brother and heir presumptive (Rechad Effendi), who h:v3 been imprisoned for thirty years. LONDON, August 28. The "Telegraph" says that such recognition of a successor on the part of a reigning Sultan \vu3 unparalleled in Turkish history, and was one of the strongest symptoms of the modernisation of the Empire .
