KAISER'S MESSAGE OF CONDOLENCE. Received August 26, 8.30 a.m. BERLIN, August 25. , In connection with the death of Heidelberg of Baron Speck von Sternburg, a former German Ambassador to Washington, the Kaiser's message of condolence to Baron Sternburg's brother says: "I sincerely mourn a splendid ambassador.
