Received August 23, 4.15 p.m. LONDON, August 22. The Congo arrangement includes the paying of two millions sterling to King Leopold. "The Ti-nes" urges that the signatory Powers should insist before confinning the annexation on the abolition of the veilei form of slavery and forced labour. It would be difficult to carry out the Belgian promises because the natives lands had been seized, and they were therefore compelled to pay taxes by forced labour. The Powers should also insist on freedom of trade being promised to all nations. Tne Congo Reform Association of the United States is urging Mr Elihu Root, Secretary ot State, to insist on the introduction of free trade and the abolition of forced labour.
