The alternative of a State housing olicy is a municipal housing policy, but unforunately the municipalities in New Zealand are not very progressive, and perhaps they have already sufficient urgent calls fer expenditure to absorb all the loans that the ratepayers can b-3 induced to 3\itlv?ris<?. A fuller extension of the municipal franchise might inJuoc a more progressive spirit, but that is not the question of immediate importance.
