MASTERTON BOROUGH COUNCIL.
WORKS COMMITTEE.
A meeting of the Works and Finance Committee was held on Tuesday, the 11th inst. There were present —The Mayor and Crs Elliott, Ewington, Morri?, Prague]], Prentice and Yarr. Accounts totalling £950 11a lid were passed for payment. The Mayor and Crs Elliott and Ewington were appointed a committee with power to act to interview the Council's bankers with the object of obtaining interest on the Loan Account Balances. A report of the Acting-Town Clerk and Borough Engineer of August 11th in the following terms was suumitted and received:—The expenditure of loan moneys in patching Pii:e street is proceeding, as also the kerbing and channelling of Villa street north. The work of kerbing ordered at Kuripuni Triangle to connect up with Kuripuni street is well on towards completion. I have filled in the hole in Michael Dixon street to which my attention was drawn at last meeting and instructions have been given for the necessary repairs to Queen street water channels The stop-bank at the Park was subject to a few minor requirements completed to-day in a satisfactory manner. A coating of soil as a face finish ia now required as a preliminary to the bank being grassed, and I advise that such a course be followed. The authorised surveyor of the Solway Estate syndicate neglected to place the specification of the proposed new screeus on this estate in my hands until to-day, and that has somewhat hamp red my report. I have gone over the ground and examined the specification of the work. 1 am making a few rr.hor suggestions of the spec fication to which I think the syndicate can offer no objection. Seeing that the present drainage loan proposal does not contemplate the sewering of either York or High street in such a way ss to enable the syndicate to discharge sewage from their street into a public sewer I put forward the suggestion for the consideration ol the Ccuncil that they should absolve the syndicate from liability for drainage under the bylaw if they are prepared to channel as we;l as kerb the new streets. I also suggest th'it the head anJ wing walls of the cul>ert be brought up to, say, 4ft (in above thu back of the footpatn, otherwise there will b.3 no protection to thi! public whin dedication is aco j pr.ed an 1 in lieu of the twj box culverts across the footpath into the water ttble at-the intersection with High street that the kerb a id channncl be continued with a return alienable with the luture line of kerb in that street. Arising rut of the report it was resolved that the by-law iequiriig the streets to be seweied be enforced. Subject thereto it was r.solved that auch report be a lop ted an;] that the specification with the amendments suggested by the Engineer be appioved and subject to the deposit of amended plans aid specification the syncicfcte be inform* d that if the work is carried out m accordance therewith to the satisfaction of the Borough Ccuncil the Council will accept dedication thei'eof on such completion. The opinion of the Municipal Association Solicitor on a statement of case of the electric fire alarm system to le submitted, a*.;:! it was r solve 1 thfit the Tiro Board hi in- / formed that the B-ivugh Council are willing to exp nd tie ££oo provided in the £15,000 loan for ah electric firt alarm system in the Borough by installing the syrtem on the condition j that the Board takes over the instal-
lation at the price the Council ha 3 to pay for installing it and that an agreement be prepared and executed ! by the Board and the Council to carry this into effect and upon that being dene the Council proceed lo carry out the work; that a copy of this reso- 1 lution be forwarded to ths Kira Board on the undarstan ling that the resolu- j tion is subjc;i to confirm^t on at th? naxfc O'.un.i'l meeting'._ ] A request v/;is received from the , St. Patrick's Day Sports Asaoc'atiorj I asking for the use of £he Park Oval on March 17th next. It was resolved , that the necessary permitsion be , given subject to tie prescribed terms j an' 1 ron Mtionr. j The Actirg-Town C!erk repcr;ed | ! that the sum of £351 8s 3d had been i ' ci-rtificd to the Treasu y as subsidy by the Government in lespect of general rates for the j ear March 31 Ft, 1908. The Acting-Town Cletk was directed to inform Mr W'ckens that so &0011 aa settled weaiher permitted the loan moneys provided for the formation of Pownall street would be expended thereon which would remedy the cause of his complaint. the attention of the Boiough Engineer was called to the condition of Cricket street and Cole street, and to the necessity for trimming a hedge overhanging the footpath along Hifih street. At the request of the Park subcommittee they were authorised to spend a sum not exceeding £l6 on a spring-cart for the custodian for the purposes of the Park, and to procure a quantity of cement for rendering the breastwork at the lower end of the Park lake.
