In proposing the health of Admiral Sperry at the State Banquet at Auckland, on Monday night, Sir Jo-

seph Ward drew attention to the vast sums which are being spent upon naval preparations by the great Powers of the world. He pointed out that by their arms the foremost of modern nations have spread civilisation over the globe, and that an enlightened people is strong only for the purposes of peace. This is absolutely true, but it is none the leas true that sooner or luter every State in the world muse pay the cost of peace itself, must insure itself against molestation by taking upon its own shoulders the legitimate burdan of defensive preparations. It would be a fatal policy for New Zealand to rely upon sheltering bihind the shield of the Empire, no matter what happens, and even greater folly to suppose that any friendship will htlp people who do not strenuously help themselves.
