WHY THE CONSTITUTION WAS GRANTED.
SULTAN'S HAND FORCED,
Received July 31, 8.30 a.m. CONSTANTINOPLE, July 30. Thirty officers belonging to the "Young Turkey" party agreed to shoot the Sultan during the ceremony of Selamlik, and proclaim his brother Resehad as Sultan. When the Sultan learned of the plot he forestalled the conspirators by granting a constitution. Received July 31, 9 30 p.m. -CONSTANTINOPLE, July 31. For several days there has been a flight from Constantinople of members of the Palace Camarinla and spies. The populace severely handled some of the latter The "Young Turkey" leaders are endeavouring to avoid violence, but the Armenians are advancing claims which may cause difficulties. LONDON, July 31. Reuter'a correspondent at Constantinople reports that a "Young Turkey" rising was planned for the Ist of September, the anniversary of the Sultan's accession, but the meeting of the Czar and President Fallieres, and the imminence of the AngloRussian reform proposals precipitated the outbreak.
