Responding to the wish cf immense crowds at Yildiz Palace, the Sultan appeared at a window, and promised to ever work for the happiness and security of his people. He then proclaimed a general amnesty, which means the liberation of 70,000 political prisoners.

RUSSIA'S REFORM PROPOSALS

Received July 30, 9.58 p.m. PARIS, July 30. It is understood at Paris, that Eu-sia's reform proposals with regard to Macedonia remain in abeyance, in view of the new situation in Turkey. CONSTANTINOPLE, July 30. The Turkish Parliament will meet on November Ist.
