BRITISH'INFLUENCE IN THE ASCENDANT.
Received July 27, 6 a.m. CONSTANTINOPLE, July 2fi. Changes in Constantinople have left British influence in the ascendant. Said and Kaimil Pashas, the lacterof whom has been appointed minister without portfolio, were only enabled to remain in Turkey a few years ago after Great Britain had extracted from the Sultan guarantee for their safety.

GREAT REJOICING
Received July 27, 10.5 pm. CONSTANTINOPLE, July 27. The public at Stamboul are awakening to the fact that the constitution is seriously meant, and arc realising that its establishment has saved the Empire from destruction. The people flocked to the Zildiz Kiosk and cheered the Sultan. One procession numbered ten thousand persons. Every section of the population are participating in the rejoicings. Thc'Sul'sn's rescript declares that the Wrong"conJition of things provicu:ly prevailing was the result of the cor.stituti<*n not being enfovcod, but the Sultan rejoices that he is now able to apply it. He hopes that the people will co-operate with Parliament in assisting the Government and Sovereign.
MUSSULMANS AND CHRT3TIANC REJOICING.
Received July 27, 10.50 p.m. CONSTANTINOPLE, July 27. Mussulmans and Christians "are fraternising in the rejoicings over the new constitution at Alona.-tir, Uakub and Salonika. CAIRO, July 27. The Egyptian Nationalist organs express the hope that Turkey's constitution will help the establishment of a constitution for Fgypt.
Under the present system of fio--vernment in Turkey the commands of the Sultun are absolute, unjess opposed to the express directions of the Koran, a legal and theological code uponwliich the laws of the empire are based! The legislative and executive authority is exercised through the Grand Vizier and the Sheik ul It-lam, who are appointed by the Sultan, the latter with the nomina concurrence of the Ulemii, or general body of lawyers and theologians, over which the Sheik ul Islam, as head of the church, presides. The Grand Vizier, as temporal head, is assisted by a Cabinet of ten Ministers.
