The. firman granting the constitution was read at Salonika, and received, with great enthusiasm. Received July 2d, 4.30 p.m. ! CONSTANTINOPLE, July 25. The army and officials at Macedonia had already proclaimed a constitution, when the Sultan accepted it. This move created a deep impression in Sofia, where it is considered that the creating of a constitution, if sincere, may affect every real improvement throughout Turkey.
