PROMOTION TO PREVENT DISAFFECTION.

The Sultan of Turkey has promoted 570 officers at Stamboul, with the hope of preventing disaffection.
There have been quite a number of outbreaks in the Turkish Army during the last couple of years. Discussing the unrest in the army last year a correspondent of the London "Times" said that the grievances of the..Turkish soldier were neither few nor light, and that he was neglected to an extent that was almost incredible in an army which was at one time the best organised in the world. Except among the troops which enjoy the special favour of the Palace, he is badly fed, badly housed, and badly clothed; the paltry allowance of 3s 4d a month, which he is supposed to receive as pocket money, he does not see for months, sometimes for years, at a time; and to crown all, he is generally kept seven or eight years with the colours, double the legal period ot service, during which time his parents and his family have to struggle on as best they can without his aid. The administrating branches of the army axe nopi lesely mismanaged.
