ANOTHER GENERAL'ASSASSINATED.
Received July 20, 8.18 a.m. CONSTANTINOPLE, July 19. General Unman Heyda was assassinated at the barracks in Monastir by an officer concerned in the "Young Turkey" movement. Last week General Shemsi was murdered. This officer had led several punitive expeditions agains*; the Albanians. The shooting season has opened in Macedonia (wio.e the London correspondent of tne Meloojrne "Argus ," on April 24th). Now that the snow is disappearing, the gun is heard among the Servian, Bulgarian, and Greek bands. The British inform proposals have been watered do.vn by Russia, and the end is not yet of those buteherings, wipings out of villages, and the other horrible crimes which make international diplomacy a by-word. The Bulgarian atrocities, which once moved England from end to end, were small compared with the magnitude of violence which goes on to-day. The British plan for dealing with Macedonia is still the best, mainly because this country has no interest of its own to serve. Other Powers have their axes to grind, and while they are trying to circumvent each other the whole Balkan Peninsula is becoming anarchic, the rival bands slaughter one another, and burn each other villages by scores, and the Sultan's rejoices to see his enemies t.ius employed in wiping themselves out.
