THE LICENSING BILL. Received July 19, 4.15 p.m. LONDON, July 18. In the House of Commons a resolution for the use of the guillotine in the debate on the Licensing Bill was carried by 209 to 89. Mr A. J Balfuor, referring to the excessive employment of the guillotine, declared that between 1886 and 1905 seven Bills had been closured by compartments, while during two and a-half sessions the present Government had closured ten Bills. In reply to Mr Balfour, Radical newspapers retort that it is six of one and half-a-dozen of the other.
