And to make an annually recurring Special Rate of .T2 pence in the £ on the unimproved value of all rateable property in the said Borough as security for the interest and sinking fund in connection with such loan. The whole of the loan is to be repayable on the 31st day of March, 11)30. It is not proposed to pay out of the loan monies tho cost of raising the loan or the first year's interest. The proposal to be conditional on the Government agreeing to advance th.p money for tlio work, and the poll to be taken subject to such condition. And to make an annually recurring special rate of .08 pence in the £ on the unimproved .value of all rateable property within the said Borough as security for tho interest and sinking fund in connection with such loan. Tho whole of the loan is to be repayable on tho 31st jay of March, 1950.
