GENERAL CABLES.
LONDON, July 15. Lieutenant the Hon. James Boyle, of the Ist Royal Scots Fusiliers, and a son oi the Earl of Glasgow (a former Governor of New Zealand), has been appointed aide-de-camp to Sir Thomas Carmichael, the new Governor of Victoria. Sir James Dougherty has assumed office as permanent Under-Secretary for Ireland.
