Received July 13, 11.22. p.m. LONDON, July 13. "The Times" military correspondent, in an article, refers to the mysterious inquiries by tyros into War Office expenditure, and the allowing of them to bombard Mr R. B. Haldane, Miniscer of War, with Imperial proposals aiming at reduction or destruction of the army. The writer adds: "Mr Haldane must stick to his guns as Lord Salisbury did in the eighties. If ousted by a cabal, it was to be hoped that his colleagues in the Army Council would also retire, and that no generals would consent to national disgrace." "The Times", in a leading article, argues that several utterances of Mr Lloyd George's show that his mind is running upon a reduction in the national establishments. Rumour points to a dead set in the Cabinet against Mr Haldane and the army scheme. Mr George's language leaves little doubt that he is willing to profit by these unworthy intiijuea. "The Times" concludes by appealing to the Tabinet's commonsensu to suppress the subversive schemes hatched in its midst, and to announce that the safety of the Empire will not be sacrificed for che miserable exigencies of party strife. "The Times" emphasises the unrest in India and the fact that our Egyptian garrison is below the point of safety. Even Gibraltar, concludes the article, is inadequately garrisoned.
