THE LEGATION INCIDENT,
SHAH EXPRESSES REGRET. Received July 13, 9 a.m. LONDON, July,l2. The Shah formally expressed his regret at the placing of the British Legation at Teheran under military surveillance during the recent troubles. Received July 13, 9.G0 p.m. TEHERAN, July 13. The Shah has issued a rescript promising security of the lives and property of refugees at the British Legation here.
