THE COMMONWEALTH SCHEME,

Received July 12, 4.30 p.m LONDON, July 11. The Hon. R. McKenna, First Lord of the Admiralty, in reply to Mr William Redmond, in the House of Commons, said that the Commonwealth naval scheme required much amplification before it could be fully considered from the standpoint of its possible adoption as an alternative to the present navai agreement.

In an article in the Empii'e Day supplement of the London "Daily Mail," Mr H. W. Wilson, the wellknown naval expert, gives the fol • lowing as the amounts contributed by the various States of the Empire to naval defence:—

Total naval expenditure £32,702,000 Contributed by India .. £104,000 Australia . . £200,000 New Zealand ... £40,000 Cape Colony . . £50,000 Natal .. £35,000 Newfoundland ... £3,000

Total Colonial contributions ... £432,000 Paid by the taxpayer of the United Kingdom £32,270,000 The people of the United Kingdom thus contribute 15s per head, and the white inhabitants of the Empire outside the British Isles only 6d.
