GREATER SPEED REQUIRED. Received July 8, 12.5 p.m. MELBOURNE, July 8. The Chief Commonwealth Electrical Engineer considers it would require an enorirous acceleration of speed to bring the cable rate within the possibilities of a penny a word, as suggested by Mr Henniker Heaton, M.P.
