BY TELEGRAPH—PREBS ASSOCIATION. WELLINGTON, July 4. At the Waterside Workers' Conference, today, a proposal from Auckland that a bonus should be offered to encourage the propogation of a white population in New Zealand was discussed, and a motion to that effect wa3 c; rried.
