A COMMONWEALTH MINT. COINAGE AND CARTRIDGES. Received July 3, 10 a.m. MELBOURNE, July 3. The board appointed to report regarding the manufacture of copper and brass cups for cartridge-making, and the coinage of silver and copper, report against the creation of a Commonwealth mint, and recommend that arrangements should be made with existing mints at a cost of £7,500 for plant and an annual expenditure of £3,500; further, that the cups should be made by a cartridgj factory. The Colonial Ammunition Company is prepared to undertake the work free of cost if the Government will grant them an extension of their lease.

Sir Reginald Talbot, who has resigned the Governorship of Victoria for private reasons, was entertained at a valedictory banquet by the Government. In the course of a speech Sir Regi • nald said he viewed with some anxiety the tendency to friction between the Commonwealth and the States, but was bound to say that it did not altogether come from the States. There was a desire to encroach upon the sovereignly of the States and their independence. He believed it was absolutely necescary for the welfare of the States that they should have absolute control of their own affairs.
