AN IMPROPER PROCEEDING. Received July 2, 8.10 a.m. LONDON, July 1. In the House of Commons, the Secretary of State for Foreign Affairs, Sir Edward Grey, said that the posting of troops near the Legation at Teheran was an improper proceeding, and that Great Britain had informed Persia that refugees would not be surrendered without a definite reliable guarantee of proper treatment.

Recently a Cossack force surrounded the British Legation because; a member of Parliament had taken refuge there. The Legation stall demanded the removal of the Cossacks.
