DRAINAGE LOAN.

The Mayor (Mr P. 1. Boilings) has given notice of motion of a resolution for the Borough Council meeting, to be held to-morrow evening, as follows:—"That the resolution of the Council to borrow £30,000 for the purpose of drainage and sanitation extension be amended as follows: That the Council borrow the sum of £40,000, to be applied in paying off the existing drainage loans of £B,OOO and £5,000, respectively, and the balance (£27,000) to be applied in extending and improving the drainage and sanitation works of the borough, so that the rate to be levied shall be a uniform rate extending

over the whole borough. This proposal to be conditional on the Government agreeing to advance the money for the work, and the poll to be taken subject to such condition." We are pleased to find that the Mayor has decided promptly to place the drainage question before the ratepayers, and we have no doubt that he will pursue the object he has in view with energy and determination. The drainage question is one of extreme urgency —a large amount of sanitation work should be done in the borough as soon as it can possibly be carried out. If the Borough Council present a united front to the ratepayers on the loan proposal, as we sincerely hope they will, but little difficulty should be experienced in carrying the proposed loan on tie condition stipulated by the Mayor. Seeing that the Public Health Department has expressed a desire to see the work under discussion carried out, and rhat it actually has the power to dp the work should the Borough Council fail in that respect, the Government cannot very well either refuse or fail to find the necessary money. The Mayor's proposition to consolidate in a loan of £40,000 the existing drainnge loans of £B,OOO and £5,000 appears to us a clever and politic move, and one calculated to strike the enemy, metaphorically speaking, "under the fifth rib," that is, if there be those who are opposed to suc'.i p- desirable ooiojgh improvement.
