THE NEW LABOUR ORDINANCE. BISHOP'S VIEWS. Received June 22, 10.30 p.m. LONDON, June 22. The Bishop of New Guinea, interviewed relative to thv new labour ordinance, .said that if forced labour were only insisted on for necessary Government work, no objection could be raised, but the Government had no right to inaugurate compulsion for the interests of a handful of white settlers. Since the natives were unrepresented on the Papuan Council, it was impossible to say thr.t the Government represents the native view.
