TERRITORIAL ARMY.
MR HALDANE OPTIMISTIC
LONDON, June 20. The Right Hon. R. B. Haldane, Secretary for War, states that 148,459 nnn-commissioncd officers and men have joined the Territorial Army, out of an establishment of 302,15)9. There was a marked increase in recruiting last mouth, which the Minister considers highly satisfactory. Newsraper comments do not endorse Mr Huldan's optimism. They regret the refusal of 60,000 volunteers to t ran for their services. Critics predict a shortage of 100,000 in the Territorial force.
