SOLDIERS AND SAILORS' HOMES.

LONDON, June 19. The Duchess of Albany laid the foundation stone of a new institution erected by the Wesleyans of Portsmouth at a cost of £IB,OOO, which it has been decided to call the Duchess of Albany's Sailors' and Soldiers' Home. The Hon. G. J. Smith. M.L.C., of New Zealand, in a speech on the occasion, said it was by participating in such function* that the Royal Family had endeared themselves to the Empire. He recalled the visit of the Prince and Princess of Wales to Australasia, and declared that the effect had been a quickening of loyalty.
