MULAI HAFID IN FAVOUR

EXCITEMENT AT TANGIER

Received June 21, 4.40 p.m. TANGIER, June 20. The people of Tangier are inclined to proclaim Mulai Hand Sultan. The authorities have summoned all the forces from the outside to patrol the town with the object of preventing the proclamation. There is great excitement in consequence of the rumour that the French naval authorities intend to land a force to prevent an outbreak in the event of Mulai Hafid being proclaimed Sultan.

The French Chamber of Deputies, by a majority of 217, endorsed the Government's Moroccan policy alter M. Pichon (Minister for Foreign Affairs) had explained that if France was eventually compelled to recognise Mulai Hafid as Sultan lie must acknowledge France's rights to adhere to the Algeciras compact and pay for the damage done.

The pro-European tendencies of the Sultan Abdul Aziz had much to do with the defection of most of his people ana the consequent success of Mulai HufiJ. The Algeciras agreement was received in Morocco with the deepest resentment, and the Sultan was accounted a traitor to his people for having got his country into such a position. "The Holy War, and the attempt to dethrone the Sultan in favour of his brother that is now stirring the country," wrote a correspondent recently, "is but a tardy and long smouldering reaction against the Europeanisation which the young Soiuin began to undergo soon after corning into power. If it had been a virile and patriotic Europeanhatior, events might have been different, but it was a weak and selliih one, which betrayed his country to other Power?, and shocked the prejudices and superstitions of his people." The Tangier correspondent of "The Times" recently sent a most amusing message about Adul Aziz's army. To hirn it presented "certain anomalies, which, as one without sufficient military experience, 1 do not venture to criticise. Still, the non-commissioned officers in uniform who sold sweetmeats to the S'.l liers during the march past at a great review, seem useful accessories, and doubtless the lunatic who stoud on his head and turned somersaults directly in front 'of the War Minister at the saluting point served some utilitarian, if rather occult, purpose." The correspondent came to the conclusion that both sides were dependent for troops upon each other's de►:?rtcrs.
