Mr Justice Edwaris lias ordered a writ of mandamus lo be issued directing Mr Dwyer, K.M., lo enquire and ascertain the fitness of Joseph Ambrose to have granted to him a publican's license. In the course of his judgment, his Honour commented strongly upon the statement by the Crown's counsel that the decisions of magistrates were founded on confidential report;;. If magistrates had done so without giving applicants the fullest knowledge of the contents of such reports. said his Honour, and the fullest opportunity of meeting any charges brought against them, they had completely misconceived their duty in this respect.
