"A THEATRICAL FLEET."
Russia's Black Sea Fleet is a long way from being a sourco of safety to the Empire if one is to judge from an article by Admiral Stiarapoff in the "Sviet." "Men and officers," writes the Admiral, "are in open enmity. These sailors have lost all semblance of discipline and subordination. I say it with tears in my eyes, having served all my life in the navy. Even in the presence of their offi:ers the men will not check their insolent speech. When I go to and from a man-of-war at anchor I take a shore boat. If I used the ship's boat I might be thrown overboard at any moment. As for the arsenals, they are packed with rebellious artisans with whom no officer's life is safe even in broad daylight. For all effective purposes the Black Sea Fleet exists no longer. There are ships enough for a theatrical show of force, but they are manned by conspirators and anarchists. Can one call an unarmed ship a man-of-war? The BJack Sea Fleet lias not a shell, not; an ounce of powder in its magazines. The Government knows better than to trust such dangerous commodities in the hands of sailors."
