THE GROWING TIES. FORM THEY ARE DESTINED TO TAKE. Received June 4, 10.5 p.m. ST. PETERSBURG, June 4. The newspaper "Novoe Vremya" says that growing ties between Russia, France, and Britain are destined to take the form, not of an alliance, but of a special convention on special questions, all of them tending to a general rapprochement.
