LEGISLATIVE BODY FOR 1 SCOTLAND. A BILL READ A FIRST TIME. Received May 27, 10.27 p.m. LONDON, May 27. Mr D. V. Pirie, Liberal M.P. for North Aberdeen, by 257 votes to 102, obtained leave to introduce a bill for the establishment of a legislative body in Scotland. He declared that the House of Commons acted as a millstone to Scottish National development. Mr A, J. Balfour hotly opposed the scheme, which he said was exceptionally crude, and calculated to destroy the authority of the House of Commons. The Bill wan read a first time.
