A PORT RE-OPENED. Received May 26, 9 a.m. CARACAS, May 25. Tho plague scuurge ac La Guaira has ended. The port has been re-opened to foreign trade. La Guaira is the port of Caracas on a narrow shadeless strip of land between the mountains and the Caribbean Sea. It-has a population of 15,293.
