AN ALLEGED INSULT. Received May 21, 9 a.m. LONDON, May 20. The "Daily Mail's" Berlin correspondent says that the Foreign Office is investigating a complaint from the Legation at Fez to the effect that one of the German Consuls sent a messenger with a letter to the commander of a neighbouring French force, and that it has been reported that French soldiers heat the messenger, and that one of the soldier* spat on the letter. The incident will lead to immediate representations to France.
