SPEECH BY PRINCE ITQ. PEACEFUL DEVELOPMENT OF KOREA. Received May 19, 9 a.m. TOKIO, May 18. Prince Ito, Japanese Resident{Jmeral in Korea, in a speech at Seoul, declared that Japan's peacei'ul development of Korea was intended to secure to Koreans their independence. The Koreans would then •become Japan's allies. The speech aroused enthusiasm.
