Orchard and another man first decided to kill Governor, Steunenberg "with a bomb and planted one at his gate, but it failed to'explode. JThey concluded that it would be better to , shoot the Governor. Orchard tried

once to shoot Steunenberg, and then I made two attempts with bombs, the second proving fatal as the victim , -entered the gata leading to his residence in Saratoga.
