TERRITORIAL NAVY SCHEME.
DECLARED TO BE A FAILURE

The "Daily Express" declares that the enlistment of the territorial army is a failure. Instead of 75 per cent, volunteers and 90 per cent. Imperial Yeomanry, enlisting, only 30 per cent, volunteers and a few yeomanry enlisted.
