Mr A. J. Balfour, in a letter to the Hon. H. H. Asquith (Premier), expressed deep regret that illness prevented him from paying a last tribute* to the late Sir H. CampbellBannerman, whose courage, consistency, high ideals and kindliness was recognised by all parties.
