Mr Aclarad Hood, in a speech at Wellington, declared that Mr Winston Churchill, M.P., was not entitled under the constitution to pledge the Cabinet unless it collectively adopted a given policy on behalf of the whole party. IRISH LEAGUE'S INTERFERENCE RESENTED.. Received April 23, 8.34 sum. LONDON, April 22. The Catholic priests or Manchester resent the Irish League's manifesto. The Bishop of Sal ford (Right Rev. L. C. Casartelli) appeals to Catholics to vote against Mr Churchill, on the ground of the Government's education policy. i "The Times" estimates that only two hundred and fifty Irish electors will vote for Mr Churchill. Received April 23, 11.36 p.m. LONDON, April 23. Mr D. Lloyd-George (Cnancellor of the Exchequer), speaking at Manchester, decfared that Mr A. J. Balfour's letter, which was cabled yesterday, pointed significantly to the fact that the Tories were irrevocably committed to a tax on the food of the people.
