BELGIUM AND THE CONGO. Received April 22, 8.40 a.m. LONDON, April 21. Britain and the United States have resolved to enforce their treaty rights in the Congo State, whoever the ruler may be. They have invited the Belgian Government to explain how, in the event of annexation, it proposed to apply the provisions of the Berlin treaty regarding international rights,. independence, and freedom of trade, especially the last, which materially effects the right of natives to trade.
