EFFECT ON CANADIAN GAOLS. Received April 19, 4.31 p.m. LONDON, April 18. Dr Bruce Smith, Inspector of Prisons at Ontario, attributes the fact that there are now more prisoners in the State gaols than during the last twenty years, to Ontario becoming the dumping ground for undesirable immigrants. Some of these, says the Inspector, spent most of their lives in English prisons, and were released on the understanding that they emigrated to Canada.,
