PREPARING FOR AN ELECTION. Received April 8, 8 a.m. LONDON, April 7. In anticipation of the promotion of Mr Churchill, Under-Secretary for the Colonies, to the Cabinet, Manchester Conservatives are strenuously preparing for an election. DISSATISFIED TELEGRAPHISTSA SERIOUS POSITION. BUSINESS BEING DISORGANISED. Received April 8, 8.28 a.m. CALCUTTA, April 7. The dissatisfaction among Indian telegraphists delayed 40,000 telegrams in India. Some of the messages are a week old. Business is being d'sorganised as a. consequence. Several messages were stolen, including those of the Viceroy, Lord Minto. The operators are dissatisfied with the regulations recently introduced by Mr Newlands, an expert lent by the British Post Office.
