AN OUTRAGE. NO APOLOGY OFFERED. Received April 8, 8 a.m. PEKIN, April 7. Four Japanese, evidently out of private revenge, entered the American Consulate at Mukden, in Manchuria, attacked the native staff of the Consul - General, and had them arrested and conveyed to the Japanese Consulate-General. No apology was offered.
