CAUSTIC CRITICISM.
Received April 1, 9.56 p.m. NEW YORK, April 1. Mr Tower's resignation has been accepted and Dr Hill's nomination sent to the Senate.
BERLIN, April 1. The Berlin newspapers caustically criticise the Kaiser's intervention and deprecate the idea that an Ambassador to Germany should owe his position more to riches than ability. Some of the newspapers express a wish that the Kaiser should refrain from personal intervention on delicate foreign affairs.
