' AN APPOINTMENT. Received March 30, 9,55 p.m. BERLIN, March 30. It is officially stated in Berlin that nothing now stands in the way of Dr Hill's nomination. A cablegram from New York on March 28th stated that in November last the Kaiser approved of President Roosevelt's nomination of Dr Hill as Ambassador at The Hague, in succession to Mr Charlemagne Tower. The Kaiser recently sent, through the American Embassy, , a personal letter to President Roosevelt, giving, private reasons why Dr Hill would be unacceptable. Excitement was in consequence caused in Washington, as Dr Hill is very popular.
