RAND GOLD LAW.

SOLE RIGHTS VESTED IN CROWN. LONDON, March 27. The new Rand gold law vests the sole rights of mining for gold in the Crown, and of base metals in the land owner. Discoverers are to be granted fifty claims free. The Government may "proclaim" private land without owners consent, and also erect public batteries and smelting works. Only whites will be allowed to trade on mines, and coloured persons will not be allowed to acquire any rights under the gold law, or reside on a goklfield, except in bazaars, location, or mining compounds.
