CHINA AND JAPAN.
TAKUMEN RAILWAY QUESTION. Received March 26, 7.55 a.m. TOKIO, March 25. China is again raising the Takumen railway question. The Japanese Government has informed China that in future Japan will only export arms and ammunition to Macao, orders for which are guaranteed by the Governor of Macao. The proposed Takumen railway, which would link Pekin with the South Manchurian line, is objected to by Japan on the ground that its construction would be a violation of a secret treaty, made in 1906, which provides that a railway running parallel to the South Manchurian line must not be built.
