SUGGESTION BY MR JOHN BURNS. Received March 18, 11.12 p.m. LONDON, March 18. The Hon. John Burns, President of the Local Government Board, addressing the Association of Municipal Corporations, suggested that since the municipalities spent|l4o millions annually on works (building or engineering) they might, by co-oper-ating with the Imperial authorities, who spend a similar sum on other work, mitigate the sufferings of the unemployed. Too much municipal work, he said, was done at a time when private trade was busy.
