PAINFUL IMPRESSION CAUSED IN GERMANY.

Received March 8, 4.40 p.m. BERLiN, March 7. The Kaiser's letter has caused a painful impression in Germany, an uncomfortable feeling in Vienna, and lively comments in Francu and America. The Kaiser, in the course of a conversation, frequently resented the comments of the British newspapers in singling out the German navy and , mot the American or French. The "Daily Telegraph" says that V, the letter declared that the German fleet was one-fifth of the size of that of Britain, and therefore there was no ground of bitterness. "The Times" considers that one may construa Mr Asquith's remarks as a repudiation on behalf of Cabinet of official responsibility in the matter.

A cablegram published on Saturday morning was to the effect that "The Times" (London) had stated that the Kaiser had written to Lord Tweedmouth, First Lord of the Admiralty, relative to the British and German naval policies, and that a reply had been despatched. "The Times" urged that the letter should be made public, and insisted chat if the complimentary title of Admiral in the British navy could be held t) warrant a foreign potentate in interfering with Britain's domestic affairs by secret appeals to the head of a department on which the national safety depends, it became an •urgent necessity to abolish such dynastic compliments.
